Jed initiated an industry, government, and nonprofit effort to transform the current air quality planning process into a comprehensive multi-pollutant process that aligns responsibility with authority and ensures that control strategies are coordinated, prioritized, and pursued in the most efficient way possible considering various air quality/climate change goals (see

Jed was one of the creators and initiators of this innovate $150 million per year incentive program for diesel engines in Texas.
